Too many unknowns to comment on the valve situation, let us know what your new mechanic finds as he opens it up.

Regarding the water pump, you don't say if the leakage is water at the packing or oil at the bearing end. If the former, it probably either needs the packing nut tightened, or perhaps some additional packing, both split ring and continuous are available. If you need the special packing wrench, Byron York in CT makes them. If oil leakage at the bearing end, the seals are common everyday parts which you could replace. Or replace the bearings (very common number) with sealed rather than open bearings and thus eliminate the need for periodic oiling. On the packing at the impeller end, remember that the correct adjustment allows for an occasional drop of coolant.

Owning, driving and maintaining a 1934 Eight for a bit more than a half-century has helped me get a pretty good knowledge of Packards of this era.

PS - water pump wrench is typical and may not be the one for your car, there were several different jaw openings.

Re-reading my post, #9, I see that I left the word "COLD" out. The first sentence should read as:

"I would remove both valve covers while the engine IS COLD and check the valve clearances.

Read the rest of #9 for suggestions and info on clearances.
