They do have drainage channels. Here is a bit from the 22nd series fact book. As I recall on the 47 there are two or three sort of covered slots formed where the bottom of the door meets if I remember correctly the outside vertical panel or door skin. Believe the 22-23 series would be similar and if so they are about an inch or so long and maybe 1/8" wide.

Even my 1939 and 1940 Packards had them but they are positioned such that they may get covered over by the rubber seal of its the wrong type or not installed properly. Typically, though, they are on a section of the door just inside the outer skin that is slightly lower than where the seal goes.

Two of the doors on my 1946 Packard have small holes rusted in them..... Apparently it didn't work.... LOL
