Don, do you have a copy of the initial Packard-Henney agreement? I'd love to see it and pin down the question of the effective date and other conditions. Do you think Tom McPherson has a copy? Or anyone else who may have one?

This image of a '41 110 coupe turned up on a Curbside Classic feature, taken of a flood in Santa Cruz, California, late 1940's.

This thread on The Old Motor features some of the photographic work of Harold Roth who documented everyday life in NYC from the 1930's-1950's:

Looks more like a 1950 Chevrolet in the rear.
For those not familiar with NYC, the empty space to the right is for the subway and elevated railroad tracks that shared the bridge with vehicle traffic. The sparse traffic level is a sad reminder of a time when NYC was a great place to live. Now it sucks.

On several back with the 1941 Packard in the flooding in Santa Cruz, I go by that corner frequently and surprised to see water so far up as it's not close to the Bay. It must have been coming down in buckets to flood there! Our own house much closer to the water and doesn't have drains at the curbs did not get any flooding while Soquel Ave in the photo did and does have them. Eberts, with the same sign, was still there until not many years ago.
Update: I was just reminded that the levies around the San Lorenzo River weren't put in until the '60 and apparently the occasional flooding was the reason they were built.
