Upholstery staple base

On the bottom of my seats, and portions of the headliner, is a black strip of what appears to be tar impregnated paper that the upholstery staples go into

I recall reading somewhere that someone used industrial strength adhesive to lay down a bead and once dry, wsa used to hold the staples and it worked as well as the paper.

Anyone have any experience with using this type of adhesive in lieu of the black tar impregnated paper? I can see how it could definitely work, just trying to choose the adhesive. It would have to dry so as not to be brittle when a staple hit it as it would otherwise shatter

Found it. the web site theluckyneedle.com is all about auto interiors. He suggested using Loctite construction adhesive
