According to the shop manual the 1938 Twelve used a VRB 4008AP.

Ok, found a regulator. Now the question is what type of fasteners were use to attach it to the firewall.
I am guessing some form of sheet metal screw. Hex, slotted, oval???

Seems to me that they were slotted pan heads (about #10 or #12) and that the same screws were used for many years. My knowledge of pre-1939 is a bit limited but an educated guess would be that they were the same.
Update: Packards from 1948-1956 used the same so perhaps some shop manual photos would confirm at least the appearance to be suitable for your 1938. I'm not sure what the -11 refers to, though, as I've never seen that designation. G440700 #12-11 X 3/4 SLOTTED POINTED PARKERIZED

We don't have a twelve parts list on site to verify the part number for the regulator screws to see if they are the same as the other or later models used but here is what is listed for the lesser models in that prewar period.
Typically the number after the dash would be the number of threads per inch such as 10-32 or 10-24. Almost always found on machine screws it is not commonly used on the coarse sheetmetal screw type threads although it can be.

Yes, I know that -11 would indicate threads per inch but that designation is not typically used on sheet metal screws. You're right, though, I have seen it in other Packard parts book entries and it has always struck me as odd since, as you said, is usually used only on V-threads (English, metric, Whitworth, Acme and similar) but not sheet screws!
