I'd drop the pan and clean out an sludge and inspect the oil pump pickup. Could be clogged. That should be done on any motor of unknown condition. Also check the condition of the pump to make sure it's not worn or the pressure relief spring is too loose.
Other than that, it's leaky mains, or incorrect plumbed oil filter.

I did clean out the oil pickup I will double check my oil filter piping Probably right, the engine has low compression, How much pressure should I have to run the engine?
