Most Packard locks are Briggs & Stratton and those blanks are the stock in trade of any old time lock shop, about as common as snow in Alaska. You can also commonly find both NOS and repro Packard blanks on eBay. Or try Jesser Keys.

Max Merrit used to offer "Packard" key blanks that you can have cut by your local locksmith.

I bought a set of blank keys from Max in the last year. I'm sure he still has them

I took my 1950 Packard keys in to a local (old time) locksmith shop here in Kansas City. There was no problem getting them duplicated.
