It looks too uniform to be weathered.
Perhaps they wet sanded it and had anticipated paint? Slight possibility it could be cut and buffed out. But depends what rest of the car looks like.

You're right. The previous owner was getting ready to paint it when he got hurt in a wreck and couldn't finish it. I'm just going to see what I can do with what I have. I'm not looking for perfection. Just to get it as good as I can and enjoy driving it.

No that's the paint. The car doesn't have a dent on it. I just have to give it a CLR scrubbing and get off some surface rust. Then bust out some elbow grease and start polishing. I'm soaking the cylinders in Marvel and getting parts together. Then see if she will fire up.
It's a desert car. So it has little to no rust. Just the surface rust which hopefully I can clean up. I'm going to need more polish for this one.

Makes sure the oil isn't sludged up.
These either have no filter or partial and the solids drop out in the pan and can dislodge. Should turn by hand before attempting to start. Carb and fuel pump may need a rebuild too. Looking at it in full view, it won't rub out where there's surface rust. But some may, and give the rest a coat of wax til you can paint it.
