I think I know what to do.
Cut those washers off. Get 1-1/4 cold roll. Drill it 3/4. Cut it At .153 . thickness of those washers. Then its set up like upper A arm Making a 5/8 thick one for outside would keep bushing from going to far in. Or 1/2inch. Or where those stops are on bushings Have to measure..

This is Petes Caribbean.
Bushings are from Dwight. Guy in palm springs tl guru put them on. The washers were left on.

Leave the washers alone. Cut a strip of sheet steel .53" wide and wrap it around the body of the new bushing. That will serve as a stop to keep the bushings from being pushed in too far and will keep the control arm centered on the shaft. Pop pop bang bang done.

Ahhh .. I'll get flat stock. Make 1-1/2 bend. 1/16 thick . Then bend it out... What I'm measuring is 5/8s. Wide..double check Thanks ross. Yes. Boom.boom. done.

Ross.
Here is what I came up with. Tail piece for drain. 1-1/2 OD. I have a brass one 20 ga. Fits snug on bushing. Went to HD. And got a regulator tail piece. Its thin. But works. From flange of bushing. To end of spacer. Just a little over 5/8s inch . which is same as Packard bushings. No. Not pressed in yet. Those raise bumps. The spacer rests against those. And will not no into A arm. .

Have this spacer on right side.
It has writing. On it. Was going to take a picture. And has some degree on it. Must be from an alignment shop. Wonder why.

Looks like an alignment shim used with later vehicles. Appears to be of relatively recent origin (shiny metal).
Perhaps they didn't know about the upper outer eccentric, didn't have proper wrench, or just didn't want to be bothered with it. Maybe they had an alignment issue the eccentric couldn't solve. Found a piece of round steel wire formed into a "U" shape used as shim on LCA of one of my Pats. Removed it and didn't seem to affect handling, but never drove it much. Hoping to get back on the cars if I ever get the estate wrapped up.

Thanks brain.
I cleaned it. When I had A arm off . There was an arrow so I put it Forward. I was thinking the pan was bent but didn't look like it The original owner might of had something done. .
