From your description I can see you have overdrive and the trans is stuck in a forward gear. Probably the mechanism on the column is stuck, not the trans itself. Disconnect the shift rods from the column and fiddle with them till they are both in a central position and the car will roll.

I adjusted the shift levers to neutral position and inserted 3/16” pin to secure them. The shifting rods are not connected. I’ve tried rocking the car backwards, the driveshaft is turning but can’t seem to get the teeth lined up in neutral .

What about the arms on the tranny itself. Can you move them until they are in neutral?
The 4 ball bearings in the lid of my tranny looked like deflated bean bags, not spheres at all anymore. And the spring in the tunnel between the bearings was sticking out like a coat hanger. I put in new balls and springs from the hardware store, I'm pretty sure. Then it shifted again. This may not be your problem at all, I realize, but it can happen and lock up the gears. Oftentimes you can jiggle it into neutral. Then you are into removing the top cover and finding what has happened to the interlock as Joe suggested.
