It is the horn wire and right where it exits the box sometimes grease and heat makes the wire insulation fail resulting in intermittent grounds and the horn blowing. Keep both that location and the insulated wire and terminal at the other end of the shaft in mind if your horn sometimes blows for no reason when turning a corner.
