To clarify what RH said, IIRC:
To remove it you insert the key and turn the switch until you can see a brass wafer thru this small hole by the base of the switch. Then insert a small tool to depress the wafer then carefully pull out the lock core, keeping the key in it the whole time. Have a finger over where that wafer will come out in case it pops out of the core. Then just align the core with the new cylinder and carefully depress the wafer and slide it in at the same rotational position you removed it on the other. You should be able to hear it click into place. Obviously some WD40 sprayed into the core before starting this process would help.

FYI new ignition switch with relay installed and working. Should last "forever". No issues encountered but did remove the glovebox for easier access.

Well, I thought my starter issues were over. After replacing the ignition switch with NOS and upgrading to add a 40A JD1912 SPST relay to get the solenoid current out of the switch, the relay failed. First it wouldn't engage but after a few tries it engaged and the car started, but the relay stuck in this position and it was like I was holding the ignition switch to the start position no matter what position it was in. The starter remained engaged to the running engine. Worse, I couldn't turn the engine off. I moved the gearshift to Drive and the neutral select switch then cut the circuit and the engine shut down.
So I'm ordering a replacement relay but this time I'm going with the 80A version.

A faulty ignition switch could also cause that type or problem.

I wouldn't think a 40 amp relay would fail, or that an NOS ignition switch would give trouble, if it is in good condition.
Is it possible you have a wiring issue? A break or short in a wire bundle could cause multiple issues. I'd also look for any possible grounding issues, such as engine to chassis, body to chassis, etc. I have had a starter balk, then engage, then hang up engaged and cranking the engine. Engine started, starter kept cranking. I had to pull a battery cable to stop it. In that case, a small amount of water had worked its way into the starter mechanism and froze.

If for any reason the starter remains engaged once the engine starts, in many cases, the engine will keep running no matter what position the ignition switch is in as long as the starter is engaged.
This is due to the ignition resistor bypass, which is built into the starter solenoid on many cars. With the ignition resistor bypass function solenoid, the bypass circuit will feed battery voltage directly to the ignition system as long as the starter is engaged, no matter why it is engaged. It wouldn't matter if the starter run-on problem was electrical or mechanical.

Packard did not have an ignition bypass in the solenoid on pre-1955 and as far as I know, the 1955 and 1956 did not have it either. None of my mid-‘60s cars have it.
