Maybe lay a ruler next to them to gage the size. They look like the hold down bolts for the front motor mount on a forties Chrysler product.

They are used to secure the fender to the bracket that is attached to the side of the radiator cradle on all non clipper 1941 and 1942's... Located under the park light assembly...
