Horn wheel hub making me NUTS!

Hi, Can anyone please tell me what I’m doing wrong here……? I now have the wiring correct but I can’t seem to get the horn ring and steering wheel center cap on. I don’t want to force it on yet there’s a gap of about 1/4” from the mounted steering wheel to the cap. If I force it then when I turn the power on the horn will go on by itself which makes for a not too pleasant ride.

The 2 parts that are new which were missing are the 6 fingered spider disk and the brass cap that holds the hot electrical tip in place. The blue tape in the pictures is to hold the spring in place.

Thanks for any help to get my ‘39 Super Eight tooting away. I was told it’s the same setup as a late ‘30’s to early ‘40’s 120/160.
