I am not familiar with the ornament, but wobbly to me usually means gone in the future. I suspect a fine bead of clear silicone laid tight up to the seam where it meets the base metal will tighten it up for quite some time to come. If the gap is a bit wider and you can get a bigger cross section of silicone in, you may use black as it would be buried in the bead so blind to the observer as well as much more UV stable. (The clear may yellow over time.)

There were little fiber pads in a couple places to make it firm. If stored indoors, even some thin cardboard would do the trick but something more water resistant is better such as some Mylar shims.
