After cleaning with vinegar and one with a mold killer, both did not work. After 4 weeks the white "growth" was returning.
I disassembled them and painted them with some plastic bumper paint, inside and out. Fingers crossed this is a permanent solution. Before painting. ![]() After painting. ![]()

Follow up....
It's been 2 months since I painted the plastic portion of my armrests and no white growth has appeared..............yet! I have my fingers crossed that this will be a permanent fix.

They look great but the mold is still a concern as it has to have come from somewhere. It’s either in the padding inside the armrest and somehow getting through the old vinyl or it’s inside the car but doesn’t like the paint. Either way, it wouldn’t hurt to get a mold test kit to be sire you’re not breathing it.

It looks like it was bloom and you have a good chance of it not reappearing now

FOLLOW UP
It's been 10 months since I painted the plastic base of my arm rests in hopes of preventing the white growth. (Still not 100% sure what exactly it was.) Good news, none has returned, whereas before it would start to appear, along with the putrid smell, after only a few weeks of cleaning it off. Fingers crossed this is will be a permanent fix, and it will not appear again after a few years. This doesn't seem to happen to all Packards of this era, but I have talked to a few people that had this same issue.
