Only ground.

I'm not sure how it was made originally but I had one built up and ground back in the '60s on a 1940 110 engine which I still have. It was the engine that came in my first Packard, a 1939 Six, that not long after I bought it had spun a bearing so to regrind the crank to .010 it needed some buildup on that one.
