My 37 Packard 120C has the timing compensating arm like all of them,

My question is this; should the large washer be installed between the actual arm with the pointer scale and the lower hard mounting bracket?

The two screws that mount both arms has a shoulder so you can move the arm and you use a wave washer between the arm and lower mounting bracket,

it seems that without a washer the arm with the scale is bowed when locked in position with the knurled adjustment nut.

Or is the "Wave Washer" all the clearance that is needed ?
