Something in the linkage must be sticking, or maybe you have a very worn throttle shaft or a loose throttle plate. A leaking vacuum hose is another possibility, or a problem with a vacuum powered accessory, if any are present.

Only vacuum is, vacuum advance.. I think the accelerator pump linkage is ok. Not binding..the quick fix. Put a heavier spring on throttle linkage.. I have one from throttle linkage to oil filter.... .. and Packard didn't put a spring there.. My dads works just fine..
