My Cavalier's DD engages about the same speed, mid 30's, giving it not too much gas. It will engage in the low 20's if very light on the throttle, and will go right up to 50 if very heavy on the throttle. (Only did that a couple of times for testing purposes.)

Good to hear that your "issue" is that your transmission is so smooth that you can't feel the DD engage! I need issues like that!
