Ok here are the pictures of my sun visors. With the position on the bar you would think they are supposed to move. But damn if I could get them to slide in either direction. Now my car sat outside for over 20 years and the interior was completely rotted from sun and moisture. As a point of reference the material on the sun visors was originally the same color as the binding on them.

So they could just be stuck. Not sure if working them back and forth over and over again may help to loosen them up. But that is the best answer I can provide at the moment.
