That's a running change which carried on into 1956 for those models with the exterior running light. There are actually 3 variations to be seen; 2 punched holes containing 2 switches, 2 punched holes with 1 switch and one hole blanked off, and lastly a modified stamping with only one punched hole and thus just 1 switch. I've observed all 3 styles on the 56 Caribbean convertibles and would guess the same could be said for other body styles. I believe the wiring diagrams show 1 switch for the interior courtesy light and another for the exterior running light but at some point their function was combined. On the 56 Carib convertibles, cars thru at least #29 have 2 switches, those thru at least #205 have l switch and one blanked off hole, and thereafter just a single switch and the modified door jam stamping with but a single hole. Not enough data to pin it down any finer. Perhaps others have developed similar data for the other body styles.

Because you have a Clipper. 1955 Patrician and 400 models have the extra switch for the outside courtesy light.

You beat me to it, you're fast on the keyboard!! After I posted I realized that what I wrote was only applicable to the models with the exterior courtesy light, and made a correction to my post.

You need to remove the kick panels behind which you will find a vertical row of "arrowheads". The windlace slips under these and they are then bent over to secure the windlace. There is a 5/16-24 bolt on each side that holds the bottom of the dash to the body. You may have to remove that to allow you to tuck the windlace in where the dash meets the body. Leave enough stock at the bottom to fit snugly in the scuff plate at the end where it curves up. Memory says you also need to remove the windshield side chrome trim. The windlace that fits up there has leather pieces sewn to it to enable that side chrome to get a good hold on it. Did you save the old windlace so that you can reuse those leather pieces? If I can I will go up to the other garage tomorrow and take some pics.

Fifteen pics. First one shows the clamps or "arrowheads" used to secure the windlace from the dash to the floor.
