Sticky voltage regulator points

I have posed a question on my restoration blog in regards to my voltage regulator consistently sticking after long periods of non-use. Any suggestions or insight would be appreciated.

All I think I've ever used is regular bond paper, actually.

How about a coat of dielectric grease to prevent the sticking?
