I am not an expert, but I believe there are 16" 110 wheels and different 16" 160/180 wheels. Henney's as you say are a mix of Junior and Senior parts. Smarter people will take it from here

This just in...the shop sent photos of the "LeBaron" rims vs. the original 180 spare rim.
IMG-6325 shows the "LeBaron" rim. IMG-6326 shows the raised piece behind each wheel bolt hole that is causing the problem of attaching the inner trim ring. IMG-6328 is my original spare. IMG-6329 shows that there isn't a raised piece around the wheel nut. So...based on that raised bit of metal by each bolt hole, any idea what Packard that "LeBaron" rim actually goes to? Your "LeBaron" rims look exactly like the rims on my 1940 Super 8 180. There should be no reason why the inner trim rings wouldn't fit. Those raised areas have nothing to do with the trim ring, and don't come anywhere near it.
I suggest you post a picture of the "inner trim ring" that you're trying to install. It doesn't sound right. The correct trim ring should only go about 1/8th of an inch under the hub cap.

I was going to post pretty much exactly what West posted but was waiting for the battery on my camera to charge so I could take some pictures of a 16" inner trim ring and the wheels on my '41. With West's picture I don't need to. I agree with West that the presence or absence of 'bumps' in that area should be irrelevant to the installation of an inner trim ring (if we are all talking about the same thing). I only have one inner trim ring that fits my '41 180 Limo (I have a very spiffy set of 4 for 15" wheels that I'm going to put on eBay one of these days).

I do not know what or why the difference with the bump near the wheel bolt. I just bought 3 40-42 16x 5" 160/180 wheels, none with that bump. My only additional comment would be to verify the width of your wheels. 38-39 are 16 x 4.5", while 40-42 are 5" wide. Maybe that is the visual clue?

additional note: 37-38 Senior rim, also used on 39 and later Commerical/HD suspensions....note the wheel bolt bump. But this wheel has a 5.5" bolt circle...
