The hood line needs to extend through the door and then gently taper off to the rear end. Those dips in the door are awful. It could be a nice car though and relatively cheap to restore seeing that it only has front seats, no windows and no need for a roof. If a roof was desired you could make a Carson type roof pretty easily. I give it a thumbs up.

I would assume they are part of the radio. A non- '41 Packard model that had a control head with separate box for the tubes, amplifier, etc. Looks like two complete boxes.
