The man, who enters the Packard is Harold LeClair Ickes (March 15, 1874 – February 3, 1952). He ... was an American administrator, politician and lawyer. He served as United States Secretary of the Interior for nearly 13 years from 1933 to 1946, the longest tenure of anyone to hold the office, and the second longest-serving Cabinet member in U.S. history after James Wilson. Ickes and Labor Secretary Frances Perkins were the only original members of the Roosevelt cabinet who remained in office for his entire presidency.

Further pics of the company car from Mr. Ickes attached. The Packard in the back shows different equippment. The most obvious differences are the missing accessory lights, no right side mirror, a black grille frame, different hood ornaments and a third bumper guard.

Anna Quirentia Nilsson (March 30, 1888 – February 11, 1974) was a Swedish-American actress who achieved success in American silent movies...In 1923, she was severely burned while filming a scene in which she drove a locomotive through a forest fire for Hearts Aflame ... In 1928, she set a record for fan mail, some 30,000 letters per month ... The following year, as she was horse riding, she fell off the horse, was thrown against a stone wall and broke her hip. After a year of hard training, she was on her feet again.... Nilsson has a star on the Hollywood Walk of Fame at 6150 Hollywood Boulevard for her contribution to motion pictures. She was the first Swedish-born actress to receive such an honor [Wikipedia].


Packard 243, second series eight (produced 2/2/1925-8/1/1926), 8-cylinder, 85-horsepower, 143-inch wheelbase, 7-person sedan (body type #254), early type two-piece windshield, 1925 California license plate, Anna Q. Nilsson, photographed on a Hollywood movie set.

The unflattering lore describes the general as follows: "...was a complex figure. He lived a dissolute life and his orgies brought ill-repute to the cause which he served ... problems with his alcoholism increased. May-Maevsky was blamed for the military retreats ... accused of "moral decay"..."
However, his taste in cars was beyond reproach.

He would not have been the only one, who is rolling about Washington streets on Soviet wheels as can be seen from the below shown contemporary newspaper article.
A ZIL lane in Washington (dedicated to vehicles carrying senior government officials) seems unimaginable, but already existed in London acc. to -> Wikipedia.
