Yes Mal, that is correct. These "earlier photos" are photos, which I posted earlier but they were taken later. Hungary was battle zone after the "Bombing of Kassa" in June 1941 but thereafter it took three years until the war came into the Hungarian territory at full tilt. The temporary usage of this special device may reflects the course of the war. The snapshot in question was taken in 1942.
Please find below another images of this very car in 1943. The pictured calm is deceptive. In fact the Packard and its occupants drove through the eye of a hurricane ... but Carl Lutz was someone with gallow humor.

It might be the same car, at least it is same type of car at the same location but now in wartime.
From left to right: Sisu, Sisu, Volvo, Packard.

Moscow, museum GON (the Soviet Secret Service).
Although the car seems to be very well restored, I'm not sure if the tire manufacturing was able to deliver whitewall tires for heavy armored cars in 1937.

It isn't a trailer queen as a quick view into the engine bay reveals. A red Stromberg feeds the forceful twelve. Red carburetors I have seen installed in European cars, in particular Weber carbs in sporty Lancia's. But a red Stromberg?

Pictured in 1948 in the Soviet occupation zone, later East Germany. A deserter? No, a visitor of the Leipzig trade fair, "a major trade fair, which traces its roots back for nearly a millennium. After the Second World War, Leipzig fell within the territory of East Germany, whereupon the Leipzig Trade Fair became one of the most important trade fairs of Comecon and was traditionally a meeting place for businessmen and politicians from both sides of the Iron Curtain." acc. to Wikipedia.

Actually, the casting around the shaft erodes and the gap tears up the packing causing the leak. A solution is to punch a hole in some brass shim stock and glue it into place using sealer followed by the packing.
