Here are a couple of possibilities that have been around awhile. I have had conversions done and other business with Instrument services and they are reliable. Haven't done business with Omicron and not 100% sure they do original repairs rather than conversions. Their site mentions repairs and they have been an ebay vendor with several Packard clocks for sale over time with some prewar clocks on there now.

GasWorks,
If you can't find anyone to work on it, I've repaired these Borg clocks for friends, so long as the solenoid is not burned completely, or there is physical damage. $50 or less plus shipping.

I have a few clocks that are turn of the century. There is a local jewelry store that has repaired these for me. I called them and asked them about the Packard clock, they said sure we repair classic auto clocks for the local antique car shops. Dang! Never new dropped it off and said since its a holiday week I can pick it up next week !

My 1940 Super has the same clock that needs repair. I have a spare, I might send one or the other in the near future if the offer is open to anyone, and I don't find someone local.
Thanks Todd
