Historic / Antique Car - Property Tax

Due to the budget deficit in Connecticut our legislators have a certain level of "enthusiasm" for finding ways to increase they ways they obtain money.

Previously antique or historic vehicles were only taxed on a maximum assessment of $500.

I'm attempting to find out if CT General File No. 564 was passed, and if it is now law. This General File is seeking to remove the $500 cap.

I'm curious how other states / provinces / countries tax historic or antiques vehicles, as property.

I've lived in MD, PA, NY, and VT, and they don't tax vintage cars or other antiques of any kind at all
My understanding is that VA does, the rate unknown.

I live in Vancouver, WA., and the only tax/fee is the transfer into the state charge of the declared value, for which you get an permanent registration and a non-expiring single license plate. There are no up's, extras, or fees annually. With 4 oldies it's a sweet deal.

The same applies to almost every country. Be it amusement tax or champagne fee, the taxman has an itchy palm.

In Germany an old car is tax-advantaged if it is:

1) 30 years or older and
2) (halfway) worthy of preservation

The interpretation of the second condition is liberal but the engine should be correct.

The flat-rate tax is ?191.73 = $204.

In Michigan you pay only an income tax (progressively higher rates) and sales tax (6.0%). They don't fool around with personal property taxation such as antique cars.

Cars 25 years or older can be registered on either an historic plate or year of origin plate at a greatly reduced fee - can also save by NOT paying an uninsured motorist fee (tax) of $175 on those plates.
