Looks like this pedal car was made by Gendron Co.
about 1919, so I guess Santa has been using his Packard for a few years.

That photo was taken at Wanamaker's Department Store, Philadelphia, PA in 1924.

Attached is a photo of the peddle car being delivered.

Yes, I recognize the gentleman in the face paint helping unload the Packard. He's also helping Santa with the crowd control inside Wanamakers. Cool photograph, thank you for the addition.
