My hood ornament appears to have loosened up. Wings are loose. Is there something to tighten?

I presume you mean Cormorant. Anyway, you'll have to remove it, then from under the base, remove the body. Look underneath the body and you'll see the tabs coming in from above, one for each wing, with a wedge between them. Unless a tab has broken, a light tap on the wedge to push it farther in should tighten them.
