Can't help on the mounting but if it still has the clear plastic protect sheet that goes over the plate you might want to check with your state to see if that part is legal. Many states prohibit anything covering the rear plate because road dust can get under and obscure the numbers or the covering can act like a mirror if light reflects off. Maybe use the frame but eliminate the plastic.
