Haven't seen anything like that on a vehicle since old pictures from the 1800's. Assuming the vehicle spent it's life in the area where it is listed, can't imagine why the accessory would have been needed either. Will give the designer the benefit of the doubt and say it's "artistic".

If the backend hasn't been as messed up as the front and cab it looks like it may have been a flower car before it became a locomotive.
