HH56, I thought of that also. The solenoid piston with rubber end seats against the lip of the poppet valve assembly and not against the valve disc so the fact that the valve disc is cocked is not likely to affect the sealing off of the vacuum. I think that your first assumption is the correct one . The solenoid piston rubber is simply not seating against the poppet valve assembly.
