I got lucky on my 1946 Packard. It is missing the big plate on the cowl, but the title and the "Brigg's" number matched so it was accepted and I got the new title in my name....

It is technically the vehicle ID number. Standardized VIN's didn't appear for some years after your car was built.

Gosh, this gets old and frustrating at times! They didn't say Standardized VIN. They said simply VIN and, as it means vehicle identification number which is the legally accepted term here in California and probably elsewhere, it is perfectly appropriate for any year of vehicle because it is the number that identifies the vehicle. Also, the Standardized VIN wasn't as standardized as you might expect and some countries did not use it even on relatively late model cars.

So bottom line, Vehicle ID number, VN and VIN are exactly the same thing contrary to the constant corrections being made.

Just to round out the picture for Packard as they referred to it on their identification plates, they never called it a vehicle identification number or a serial number. From 1900 thru about 1919, the ID plate captioned it as simply "Number". From then thru 1953 the space was captioned "Vehicle Number". From 1954 thru 1956 there was no descriptor given to the number.
