When all else fails, try putting the part number shackle that Packard specified in their parts book. No need to reinvent the wheel or the shackle.

If the spring's hitting the frame is this being caused by something such as a spring leaf?

don't see any broken leafs, wouldn't it be kinda strange that both sides would do the same thing at same time?

What part of the spring is contacting what part of the frame? Is the side of the spring hitting the frame? I read in the service information on this web site that there is something about the spring not being centered in the shackle. Check the rubber bushings. It also said that you may have to hammer the frame over a bit the increase clearance. Dosn't sound like a great idea to me. I can't quote the area I found the info on the dragging springs. Way too much information to look thru to find it again. Sorry
