Exhaust leak below carburetor

My 38 engine has an exhaust leak where the heat riser rods exits the manifold. Is there a piece missing that inserts into the slit in the shaft as shown in the attached photo ?

It would appear there should be something there. Here is an illustration from the 48-54 manual and the same setup in groups 5.0913 bushing, and in particular, 5.0914 spacer and 5.0915 ring appear in the 35-41 manual so must have been used on yours.

Lots of years and miles of hot exhaust gases causing erosive damage. I'd drill and sleeve it.
