28 bendix brake reassembly

Dismantled the front end and had the brake shoes relined. Refurbished everything on the axle and am putting everything back together and need confirmation of order.
The steady rest (3 ea) I believe uses a large fender washer on the outside of the shoe frame then spring then small washer and cotter pin.
The secondary shoe anchor pin uses a large washer, split lock washer then nut.
Please either confirm or correct my order.

Yes, the shoe retainer was terminated with a cotter pin, illustrated in the attached.

The Bendix service bulletin shows the cotter pin but does not tell me the order of installation of the spring behind the cotter pin. Am I to assume the order is brake shoe, large fender washer, spring, small washer and then cotter pin?
Also what is the order of the items holding the brake shoe at the secondary shoe anchor?

Simple logic would say so, can't confirm but seems obvious. In any case it can't be very critical as long as the fixture stays intact, the inner washer can't slip into or thru the slot, and the spring keeps inward tension on the shoe.

Thanks. Now another question. I have twice the fender washers as pins so I assume there is a fender washer on each side of the brake shoe?

Unless there is something to hold it in contact with the shoe, what would an inside washer accomplish other than just rattling around and making noise? My guess, the brake hardware kit covers several styles of brakes and the extra washers aren't needed for yours, but I'm no expert on the Bendix-Perrot brake system.

I did not purchase a kit. What I have is what I removed from the original car. ***** Take more photos***** I should have and did not. Thought I could easily remember order. I also think I am only 21 years old. A box of parts with extra pieces confuses my elderly mind. That is why I respect and appreciate the comments and knowledge of the members of this site.
I did find Plate No. 14 - Front Axle cutaway diagram in the information booklet I bought. Using a magnifying glass I could see there are washers on both sides of the brake shoe. The inside one is restrained by the land on the pin attached to the support plate. It appears that having washers on both sides the brake shoe is limited in inner-outer movement and the slotted brake shoe allows for the movement and retraction of the shoe when the brakes are applied.
I expect to have the front axles completed tonight. Will post a photo when done.

Do one side at a time so you can refer to the other side if in doubt. Regards.
