Gusha, thanks for the info. Its a repro patent plate with a bogus VN which is almost certainly the motor number. Yet another lovely car whose original credentials may have been muddled due to the desire to have a bright, shiny but non-authentic ID plate.

The theft proof number indicates the car was built with a leftover 1938 body, as were many of the 1939 Twelves. In fact it's a very early 1938 body, and a very early 1939 motor number.

For some reason a lot of lost title cars end up being palmed off as sold by Earl C. Anthony. As if that is more impressive than Packard Motor Car Company New York, N.Y. (1861 Broadway). Sometimes I think Packard history is being supervised by Fox "News".

1937 Packard 115
1082-34595 VIN
390792 or 3 Thief-Proof (I'm a bit uncertain about the last digit.)

A Thief-Proof no. without triangles?

Looks like a 3 to me 👀

Due to the firewall shape on the 37 juniors they couldn't fit the triangles on so they just... left them off

Partially correct, the end brackets or triangles were also omitted on the 1935 and 1936 juniors though there was sufficient room for them. Packard's reason for omitting them is unknown to me.

Engine side of the cowl. 22nd Series and later it was placed over the heater box location; in earlier years it was generally at the top center of the cowl. Six digits beginning in 1929 with 000001; starting with the 24th Series they were 5 digits preceded by first an "A", and then "B" and "C", ending with "D" in 1956. Not used in 1957 and 1958.

Here's some detail. Note the unusual representation of the digit "1". The factory print misrepresents the shape of the character "D"; in practice it was much more square and as the dies became worn and indistinct by 1956 it's sometimes difficult to tell a "D" from an "0" which also has a squarish shape. The triangular end brackets were not used on the junior models 1935-1937 and thus for those 3 years there may be some duplicity of numbers, though distinguished, senior or junior, by the presence or absence of the brackets.

Just curious, where did you get a copy of that drawing?

Yes, thanks. Is any of that online or do you have to go there and ask to look?

I can't speak for Dave's source but I get factory blueprints from the Studebaker Archives and there is a fee for searching for and printing/mailing them. They do not send electronically although they did once for me during the lockdown.
