Whatever the Packard is under the tarp, it just can't be a Caribbean. The rear fenders are too short, no rear wheel radius if 1953 and no mounting holes for 1954 chrome trim. And of course, no continental kit rear spare or wire wheels.
Possibly a regular 1954 convertible.

Based on the taillights, it is a 1954 Convertible (that's what it was called) which had 1953 Clipper fenders that normally had vertical lights. The side by side senior Packard lights were blended in using chrome pieces on the outside of the fender and a smaller one on the inside toward the truck lid. The 1954 Pacific was done the same way but it was a 2-door hardtop. I never saw one without its lights, though, so now I know how they gave clearance and access to the lights.
