It is notched. You can buy a commercial tool used on GM products from some parts stores or ebay that work reasonably well.

The notch on the tool is slightly larger than the Packard shaft so it takes a bit of finesse to get both sides of the clip to release at the same time but is workable.

Apparently the only choices for buying pre-bent pump to filter lines was limited to either those with dual 4-barrels or single 2-barrels. Nothing for all the Packards and Clippers which have the single 4-barrel but I managed to come up with a template to have some made. I'm not one for doing this sort off thing myself!

This was just trial fit so not fully threaded together and looking at it, the heater hose likely goes in front.
