8th Series mystery part

I'm finishing a 31 sedan and have these parts left over that I know not what they're for. Anyone know? They're about 12 inches long and have squared holes.

They fit inside the rear fenders where they bolt to the running boards making the fenders a neat fit against the curve of the end of the running boards
