Anyone know why Packard put this on the rear window?

I am not understanding what you are referring to being put on the glass -- the patterned stuff or the black strip of metal or whatever.

Packard did not add any film on the outside other than a colored celluloid strip that was an option across the top of the windshield before tinted glass came into wide use. Anything on windows would have been aftermarket and if that is not an outside film then something really did a job on the laminate between the glass. I have seen the laminate turn yellow or overall get cloudy around the edges but never bad enough to form patterns.

See that tan stuff. It was put on with the glass setting tape

That black stuff is stuff my dad was using for insulation

The only thing I can think is that it for dust or to absorb water

Not factory as the only thing stock on the door glass is the metal channel on the bottom where the regulator arm attaches and the chrome on the HT windows.

It kind of looks like a trough so if on the outside could it be something your dad might have tried to direct water somewhere closer to a drain hole rather than letting it pool all over the bottom of the door?

It would have to be factory

Because its on the window channels. Only rear windows
.

Since it was an earl c Anthony.

Show room car. Maybe something added. By him.

From what I saw getting old glass out. The glass would of broke.
