As Don said it's for one of the fresh air intakes. It connects the forward duct to the one in the firewall. It looks a bit odd but that's actually how they came from the factory. You'll see it on both sides.
Side note, I believe the one in the picture is aftermarket. AFAIK the factory ones had closer-spaced baffles.

The one linked in an earlier post on Facebook seems like a bargain and even has the rare factory A/C! If you don't use Facebook, I can try to get contact information for you. It was apparently restored 12 years ago and driven little since. You could easily spend double the price and not have the other car still be not nearly as nice!

Bring starter fluid when you visit. If it starts, then it will PROBABLY be an easy-ish fix (though could be something weird like a bad fuel pump)
13k is a but high considering the paint doesn't look too good, but the interior is nice. Weird the owner didn't try to power wash it before putting it up for sale. Also, I'm talking a bit outside of my scope here so I'd definitely wait for some second opinions. Edit: also the push button gear selection is cool but I've heard it's unreliable and hard to get parts for. If you get it running don't forget to check all thr gears.

The black one looks honest and unmolested. I have to say if it were me I'd probably slow down and bit and learn a bit more about these cars before buying one. Like with any purchase in life they are better made with knowledge. I think your seeing now these are rare, but not impossible to find and when they come up in your area, pretty solid.
Are you the one that will recommission the car? Reason I ask, you are targeting ones that can easily absorb $5k+ if you aren't doing the work. If your mechanically inclined the black car could be a nice project, but $13k for a non-runner is crazy money for that. That car should go down the road and not do anything offensive for that price (and be better cosmetically). I'm seeing a full fuel system service - drop tank, flush lines, etc.. Brakes all around, tires, suspension etc.. Mike
