Look in the "specifications" part of the 1951-54 Service manual, right here:

Thank you ,
I have a factory service manual and that spec is not there .
Its the diameter of the block main brg circle with no bearing in it
They use this measurement to check for crank alignment and they will hone the journal bore to make it straight

With the bearings in-hand, it should be easy to figure out. Strange they are having the issue as I've had a number of Packard engines rebuilt and line-bored in the process and the question never came up!

You should be able to arrive at that dimension knowing the crankpin diameter, bearing clearance and bearing shell thickness. You might also need to make an accommodation for the bearing shell "squish".

There are stats in the 51 manual herehttps://packardinfo.com/xoops/html/modules/archive/content.php?op=ByYear&catID=24&ContentID=60

Just check if it's the same engine

'55 400. Needs aesthetic parts put back on, and electrical system sorted.
'55 Clipper Deluxe. Engine is stuck-ish.
