I did browse the rosters, thanks for the suggestion, but I did not come up with anything, however I did find the build sheet over the fuel tank filler tube and It says 2259 F 2200, so is this the same number that would have been on the missing data plate?

Great find!! Good fortune smiled on you.

Yes, the number on the build slip would be the same as the vehicle number on the patent plate but minus the paint code (F), so 2259 2200 is the VN. Though it was never part of the official vehicle number, Packard began inserting the paint code letter(s) between the two segments of the vehicle number on some internal documents as early as 1933 and perhaps 1932.
