1937 Ignition Removal

Hi Friends,

Sorry for yet another lock thread, however, I have another question. My buddy's 1937 Packard Super 8 does not have the ignition I pictured in a previous post held in by 2 screws.

This one seems to have a locking ring behind it, but it is near impossible to get to. How do you guys remove that? Is there a special tool I could get or make? It's that lip under the panel that is a huge challenge. Also not a lot of room behind it without removing the radio and heater.

Pic attached.

Thanks,
Andy
