Overdrive Lockout Switch Actuator

I’m working on a 1954 Overdrive transmission but I am a bit confused by the lockout switch ball. It was stuck so had to be driven out for cleaning.

Here’s the confusion. Should it be totally free-moving in both the cross-hole and in the hole where the switch itself goes AND does the actuator ball get installed from the outside after the transmission has been assembled?
