To the best of my knowledge there was no electrical testing and theory section offered for the 21-23 series. The wiring diagrams were about all Packard provided.

There are some small differences but a lot of the information in the electrical section of the 51-4 service manual is similar if not identical to what you would need for the earlier cars.

Some of the Motor's manuals of the era are also good resources and were updated regularly with a new edition sometimes published on a yearly basis. They covered individual electrical components but did not have wiring diagrams. Instead, the books were more a compilation covering many items in the car and intended for independent garages. Since they were for a non factory trained mechanic, in many cases they offered more useful information than Packard provided in their own manuals. The books are often found on ebay.

As Howard said, for anything but wiring diagrams, try using the 51-54 series. The electrical tests and diagnosis should be near-identical to what you would want on the earlier models, and the voltage and polarity would be correct (6V, +gnd).

'55 400. Needs aesthetic parts put back on, and electrical system sorted.
'55 Clipper Deluxe. Engine is stuck-ish.
