I don’t know of any Packard lenses that had a hole for a smaller lens but would be interested to find out should someone have a definitive answer! None actually look like Packard parts to me but then I am not familiar with every year and model either.

Blue Dots are also illegal in many states including California. From a distance, the blue dominates and resembles a police vehicle's lighting.

Oddly, clear license plate covers are also illegal in California which we learned in 1972 after just moving there when a car we bought after we got here had them and was ticketed.
